Campus Watch Map
Data Sources and Method
The Campus Watch Map places U.S. colleges and universities on one map and attaches public records to each: foreign gift and contract disclosures, federal civil-rights resolution documents, Middle East Forum reporting, and counts from one public endorser list. It works at the level of the institution. This build covers 572 institutions and was generated on 2026-10-06 19:02 UTC from the snapshots listed below.

1. Foreign Gifts and Contracts (Section 117)

- 142,535 transactions totalling $75.94 billion. The map places 142,470 of them ($75.80 billion), from 555 of 583 filer names, at 555 institutions.

- 1952 to 2026.

How the Figures Are Built
- Each row is one disclosed transaction as filed. Amounts are summed per institution for the filters you choose; snapshots are cumulative, so the map uses one snapshot and never adds snapshots together.
- Filers are matched to the IPEDS directory by their eight-digit OPEID, as filed. Each amount sits at the filing institution's U.S. location, including money reported for programmes and branch campuses abroad (for example in Qatar's Education City).
- Year is the gift receipt date when present, otherwise the contract start date, otherwise the report submission date. Rows with no usable date count under "Earliest to Latest" and drop out when you set a year.
- Donor country is the country the institution reported, normalised for capitalisation and a few spellings. "Middle East and North Africa" groups Algeria, Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, the Palestinian territories, Qatar, Saudi Arabia, Sudan, Syria, Tunisia, Turkey, United Arab Emirates, Yemen. "Gulf Cooperation Council" groups Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates. England, Scotland, Wales and the United Kingdom stay as filed.
- Source names appear where the filer identified the source as a government or an organisation, and the name reads as an organisation. Names of private individuals do not appear on this site.
What a Section 117 Figure Means
- Filings are self-reported by the institution. The Department of Education is the custodian and does not verify them. The figures measure reporting, which can move with enforcement and with late filing, not only with the underlying flow of money.
- A disclosure records money, not conditions. Contract values can include future years.
- Aggregation unit: 20 U.S.C. 1011f requires a report when gifts from, or contracts with, one foreign source reach $250,000 or more in a calendar year, alone or combined; reports are due January 31 and July 31. 20 U.S.C. 1011f imposes a reporting duty; enforcement is a civil action by the Attorney General under 1011f(f), and the statute does not prohibit the gift.
2. Civil-Rights Resolutions (OCR)

- Rows
- 14 documents in 7 cases at 7 institutions, dated 2023-04-03 to 2024-09-24; index read 2026-09-27.
- Sample
- The home-page count is a sample, not OCR's total: it covers only the resolution documents returned by OCR's antisemitism and shared-ancestry index that match a campus on this map. OCR resolved other Title VI cases in the same period.
- Fields Shown
- OCR case number, statute, issue keyword, resolution date, document type and the link to OCR's own PDF. All are public-record fields from OCR's index.
- License

A resolution agreement records what the institution agreed to do. Read the letter for what OCR found; the map does not characterise the outcome.
3. MEF Campus Watch Reporting

- MEF-written Campus Watch research, blog and survey items, plus Campus Watch pieces from Middle East Quarterly and Focus on Western Islamism filed in the Campus Watch section, 2004 to 2026.
- Rows
- 145 articles at 30 institutions.
- Matching
- An article counts for an institution when its headline names the institution, either by its IPEDS name or by a common short form (for example "UCLA", "SFSU", "Penn"). Headlines that name a university system without a campus are placed at the main campus: Rutgers at New Brunswick, the University of Michigan at Ann Arbor, the University of California campuses by their own names, CUNY at the CUNY system office.
The layer covers institution-focused headlines: MEF-written articles whose headline names the institution and no individual. Each entry shows the date, the Campus Watch section and a one-line topic written for this map, with a link to read the article on meforum.org.
4. Boycott-Call Endorsements (Counts)

- 993 list entries at 112 institutions.
- Method
- Entries are counted by the affiliation the list gives, matched to IPEDS by exact institution name or a common short form; system names without a campus go to the main campus, as in the reporting layer (University of Hawaii at Manoa, for example). The map shows institutions with 3 or more entries, and shows counts only.
An entry is a listing by the campaign. It is not a statement by the institution, the list carries no signing dates, and affiliations may predate a move.
Locations and Base Map
- Institution names, cities, states, unit IDs and coordinates: NCES IPEDS HD2023 institutional characteristics (U.S. government work, public domain). Each detail panel links to the institution's NCES College Navigator page.
- State outlines: Natural Earth 1:50m admin-1 states and provinces with the Great Lakes and other large lakes removed (public domain), Albers USA projection with Alaska and Hawaii insets.
- Charting: D3 7.9.0, ISC license, served from this site (license text).
- Type: Newsreader and Inter, SIL Open Font License, served from this site.
Downloads and Sharing
"Download CSV of this view" saves one row per institution in the current view, with every layer's measure under the current filters, the filters used and the dataset source. Each institution panel can save its Section 117 rows. The page address records the dataset, filters, view and selected institution, so a copied link reopens the same view.
Update Cadence
The site is rebuilt from local snapshots when the Department of Education posts a new Section 117 file (it has posted roughly monthly in 2026), when OCR's index is re-read, and after new Campus Watch publication. Each rebuild records source, address, read date and row counts in a provenance file.
Privacy
The site sets no cookies, stores nothing in the browser, runs no analytics and loads nothing from third-party servers. Filtering happens in your browser.
